Environmental campaigners are asking members of the public to write urgently to the Mayor of Enfield in support of a move by a group of councillors aimed at delaying final signature of the contract for construction of a new waste incinerator at the Edmonton Eco-Park.
The North London Waste Authority agreed to proceed with the contract at its meeting on 16th December. A "cooling-off period" during which the decision can be rescinded ends on 18th January and opponents of the incinerator project hope to persuade the Mayor to agree to convening an extraordinary full council meeting before that date in order to debate a motion which would withdraw Enfield Council's support for signing the contract.
In order for the meeting to be convened in time it is necessary for the Mayor to to act before 5pm on Friday 7th January, so concerned residents will need to email the Mayor urgently.
In addition to environmental and health concerns (the incinerator will emit toxic particulate matter and large quantities of greenhouse gases) the councillors have strong doubts about the project's value for money.

Dear Cllr Sabri Ozaydin
I am a resident of Enfield and am writing to ask you as Mayor of Enfield and the first citizen of the Borough, and our ambassador, to call an Extraordinary meeting of Enfield Council in response to Cllr Charith Gunawardena's Requisition and to inform the Chief Monitoring Officer of your decision before 5pm on Friday 7 January.
This is so elected members might debate both the exceptional circumstances surrounding the decision of the NLWA to award the contract to expand the Edmonton Incinerator to Acciona (the sole bidder) and the Council's fiduciary duties to Enfield taxpayers. And to ensure that the debate occurs before the contract is signed.
I understand that you received a copy of the letter from Richard Buxton, Solicitors addressed to the NLWA. This letter comprehensively explains why this debate should take place in the interests of Enfield residents, particularly those living in the shadow of the incinerator but also those who will shoulder the debt for many years to come.
In my opinion it is unlikely that you will ever, as Mayor or as a councillor should you be re-elected in May 2022, make a decision of such importance to the lives of others.

Requisition for an Extraordinary Meeting of the Enfield Council to be held before 18 January 2022.
Council notes that:
- The North London Waste Authority is scheduled to sign a contract with Acciona to expand the Edmonton Incinerator on 18th January 2022.
- A letter addressed to the Chair of the NLWA, was sent by legal firm Richard Buxton Solicitors, representing local environmental campaign groups, on 16 December 2021 (ref: YAA1/1/LPF) and was shared with Enfield councillors.
- Important information, regarding the project and the supplier Acciona, that can negatively impact social, environmental and economic interests of Enfield was included in the letter.
- An impact assessment of these key issues raised in the letter has not been published by Enfield Council.
- An independent assessment of the expanded incinerator on the wellbeing of Enfield residents and environment has not been undertaken or commissioned by the Council.
- Public assurances have not been given that Enfield Council conducted due diligence on the financial exposure and risks associated with the planned construction of the new incinerator in the borough that commits the council to £150-£200m.
Council resolves to:
- Request the rescheduling of the signing of the contract until Enfield Council is able to complete an independent assessment of the expanded incinerator and its impact on Enfield.
- Withdraw support to the signing of the contract between NLWA and Acciona on 18 January 2022, to ensure Enfield Council meets its fiduciary duties to ratepayers.
- Request other councils to withdraw their support for the project until Enfield Council completes its assessment.
