Readers might be interested in responding to this government (DEFRA) consultation on automatic penalties for water companies that are breaking the regulations. Currently many are evading fines because there has to be a criminal burden of proof against them, and that is too expensive.... plus fines are currently too small to make a difference.
The plan is to introduce a lower level of proof needed and automatic penalties, with clarity about when they might be imposed.
There's a lot of reading in the consultation, but it gets repetitive and the questions themselves mostly just require yes and no answers.
The deadline for responding is 3rd December 2025.
