Enfield Council's announcement is new but the policy appears old. Or, perhaps they were free in the past and now they have to be paid for. I don't know.
Either way it looks like Council spin.
There are two disabled pays opposite each other, halfway along Devonshire Road. which look like they have been there along time. They are or were presumably intended for specific residents, even though I presume anyone with an appropriate blue badge can use them.
