Regardless of whether or not this is a blackspot, the fact remains that for good reasons speeding is against the law, because it both increases the likelihood of an accident and the consequences of an accident. I assume you do not condone other types of law breaking, such as burglary? Burglary does not usually carry the risk of death or serious injury, unlke speeding. I suspect that the most common type of criminal activity that goes on locally is speeding and other forms of dangerous driving, which happen mulitple times every hour, but unfortunately are difficult for the police to detect and proceed against.
