Following the preliminary engagement earlier this year regarding the introduction of more 20mph streets in the borough, Enfield Council has now launched a statutory consultation about its plans for three town centres.

1749 responses were received as part of the earlier engagement exercise, which related to streets throughout the borough. The statutory consultation that is now running is only concerned with proposals for three town centres: Palmers Green, Southgate and Edmonton. Leaflets with information about the plans were put through letterboxes last week. Residents and business owner have until 26th October to register any objections or make any other representations about the scheme.

List of proposed new 20mph streets

Palmers Green

  • Along Green Lanes, from the borough boundary at approximately Lascotts Road to Bourne Hill/Hedge Lane,
  • Along Aldermans Hill, from Green Lanes to Cannon Hill
  • The entirety of Palmerston Crescent, Elmdale Road and Devonshire Mews

Southgate

  • Along Cannon Hill and High Street (A1004), from Aldermans Hill to Southgate Station
  • Along Chase Road, from Southgate Station to Hillside Grove
  • Along Winchmore Hill Road, from Raleigh Way to Southgate Station
  • Along Chase Side, from Southgate Station to Chase Way
  • Along The Bourne, from Southgate Station to Queen Elizabeth Drive
  • The entirety of Fox Grove, Cannon Road, Balaams Lane, The Close, Mayfield Avenue, Pruden Close, Blagden's Lane, Blagden's Close, Leigh Hunt Drive, Ashfield Parade

Edmonton

  • Along Church Street, from Victoria Road to Edmonton Green Shopping Centre
  • Along The Green, from Edmonton Green Shopping Centre to Monmouth Road
  • Along Fore Street / The Broadway, from the borough boundary at Florence Hayes Recreation Ground to Edmonton Green Shopping Centre
  • The entirety of Cedar Road, Bridge Road, Warriner Drive, Shrubbery Road. Park Road, Angel Place. Angel Close, Nutfield Close and Station Way Mews

What has changed?

An excerpt from the map showing initial proposals that was published during the summer. This shows shorter 20mph zones along the A105 and A1004 compared with what is now being consulted on. By contrast, it shows streets south of Broomfield Park having 20mph limits, but these are not included in the current consultation

Compared to the map that was part of the initial engagement, there have been some changes, presumably in response to feedback from residents.

The council is now planning to lower the speed limit on the entire route between Palmers Green and Southgate Circus (along Aldermans Hill, Cannon Hill and High Street). Along Green Lanes the 20mph zone is now shown as running all the way from the junction with Bourne Hill as far south as the border between Enfield and Haringey boroughs.

By contrast, the current proposals leave roads on the Broomfield Estate (south of Broomfield Park) with a 30mph speed limit, even though some of them (especially Broomfield Lane) are notorious "rat-runs".

What's next?

With regard to future plans for more 20mph limits, the update on Let's Talk Enfield has the following statement:

"We know that residents in other areas may also wish to see changes, and the outcomes of this first stage of implementation will help inform how we consider similar proposals in other town centre locations in future.

"Alongside this, the Council will take more time to carefully review the detailed feedback received on individual residential streets. This feedback will help inform residential locations where further consideration is needed on introducing lower speed limits in future. Any further proposals would be subject to separate statutory consultation.

"We also acknowledge the strong level of opposition to a borough-wide 20mph speed limit. In line with the Council’s original approach and the feedback received, we will not be pursuing a blanket policy for the entire borough."

Very disappointed that Minchenden Estate and Morton Way have not been included in 20 mph zone. As it stands, proposals will encourage more traffic on to Morton Way.

Southgate looks too narrowly defined. Should be almost all of Chase Road and Chase Side, to the Avenue Road junctions, and most of WMH Road.

Agree its disappointing Michneden not included, might be try to wrap that up with another attempt at parking.
