I've no issue with Basil's thoughts on the benefits of heat pumps, local or district, but there's a need to remember that the purpose of the planned incinerator is not heat and energy production but rather waste disposal. Find an alternate to disposing of the humungous levels of waste we generate and there's no need for an incinerator.
